According to Adam Caplan of ESPN the Bucs won't be hiring Chris Ballard as their General Manager, whether or not he is their choice.
That's because as Caplan reports, Kansas City has decided to block Ballard from making the move, citing the fact the GM will not have final say over personnel in Tampa Bay.

Ballard, a friend of new Bucs head coach Lovie Smith, is the Chiefs' director of player personnel.
Other Buc GM candidates are reported to include Lionel Vital, Marc Ross and Morocco Brown.
UPDATE: After posting this story, Caplan tweeted an update/correction to his report, saying it was Ballard who turned down the position.

Bottom line: Ballard isn't coming - regardless of the reason why.
